The index includes all 138 destinations Spartacus covers. They were rated according to the laws and local customs of each country, such as marriage equality, adoption rights, HIV travel restrictions, laws against homosexuality and hate crimes, instead of factors such as a gay nightlife. Each country was given a positive or negative number for each category.

Sweden is on top followed by countries such Belgium, Netherlands, United Kingdom, Canada, Norway, Spain, and Iceland which came in sixth place. Iceland scored high in regards to anti-discrimination legislation, marriage equality, adoption rights and equal age of consent.
